PANAMANIAN ELECTED AS NEW IMO GENERAL SECRETARY

On Tuesday, July 18, 2023, the Panamanian Naval Architect, Arsenio Domínguez, was elected as the Next Secretary of the International Maritime Organization (IMO) by its council, for an initial period of 4 years starting on January 1, 2024.

Eng. Nicolas Vukelja Duque,   former president of The Panama Maritime and Shipping Chamber, expressed his gratitude for the election of Mr. Dominguez as the next Secretary General of the IMO stating:  “we are proud to have a Panamanian citizen and engineer, as Secretary at the IMO, on the most important designation in the Maritime Sector, especially in this dynamic times when  we need a balance between the  technical skills  and the law at the IMO”.

A maritime country, Panama runs the  Panama Canal, a route for a transit for over 10,000 vessels  annually, holds  the first flag register country with more than 8,000 vessels on record , and  is also the first flag country with the mayor total tonnage capacity (cargo space) of the world.

Mr. Vukelja, a former member of the IBIA Board, reminds that Panama is in top 8 countries with bunkering ports among countries of the world, with 4.5 million metric tons Bunker Market. Panama is also responsible for supplying more than 20% of the vessels that transit the Panama Canal.

Mr. Dominguez is an Naval Architect and has been active in the IMO since year 1998, working in different subcommittees and later supporting important committees.  In 2017, he was  assigned as Chief of Staff; later,  on March 2020 he was appointed as Director of the IMO Administrative Division and in January 2022, he began his duties as Director of the entity’s Marine Environment Division.  Mr. Dominguez has always been very active in the Panama Maritime Authority and with our local chambers.

Nicolas Vukelja further commented: “I congratulate the joint efforts by The Ministry of Foreign Affairs of Panama, the Panamanian Embassies and diplomats in Europe and around the world,  to support Archt. Dominguez´s appointment  and specially the Administrator of the Panama Maritime Authority and Minister of Maritime Affairs (AMP), Archt. Noriel Araúz.”
